VICTOR PORTILLO
Commissioning Specialist
Victor Portillo joined JHE in March 2026 as a Commissioning Specialist and brings more than thirty years of experience in systems engineering, SCADA, HMI integration, chemical delivery and extraction processing, and mechanical equipment design and construction. Throughout his career, Victor has served as a Project Engineer, Construction Manager, Quality Assurance Manager, and Controls Systems Engineer, supporting design, permitting and code compliance, QA/QC, inspections, commissioning, and operations support across a wide range of complex infrastructure projects.
Victor has managed large-scale infrastructure programs, overseeing budget control, scheduling, construction planning, and multidisciplinary project teams. His experience includes municipal surface water treatment facilities, ozone treatment systems, membrane treatment facilities, and industrial RO and high-purity water systems.
His background also includes turnkey design, construction, and commissioning of specialized mining equipment for gold, silver, copper, lead, and mercury operations, as well as large rotating mechanical equipment and management of a UL 508A panel shop. Victor’s extensive technical and operational experience provides a strong foundation for delivering complex projects from concept through commissioning and startup.
